Ohio’s Race to the Top Plan has five measurable goals:
- Increase the statewide graduation rate by .5 percent a year.
- Reduce the graduation gap between economically disadvantaged and advantaged students by 50 percent.
- Reduce the achievement gap between economically disadvantaged and advantaged students by 50 percent in math and reading in 7 grade levels.
- Reduce the achievement gap between Ohio and the best-performing states by 50 percent in reading and math.
- Double the projected increase in college enrollment of students ages 19 and younger.
Ohio’s Race to the Top goals include expanded data systems, meaningful teacher and principal evaluations, implementation of clearer and deeper academic standards, curriculum and assessments, and turning around the lowest performing schools. The plan contains specific goals – to close achievement gaps, accelerate achievement compared to other states, and to improve college going. Each Ohio school participating in Race to the Top is expected to develop plans to reach specific, measurable outcomes.
Application Area A: Build Strong Statewide Capacity to Engage Stakeholders in Reform Implementation

Application Area B: Standards and Assessments
Application Area B focuses on (1) the adoption of rigorous new standards, (2) the development of a new assessment system based on the use of multiple forms of assessments to monitor student progress and personalize instruction, and (3) the development of implementation supports to assist educators’ transition to the new standards and assessment system. In Application Area C, ODE is working to improve access to student data, expand value-added to the teacher level, and develop an Instructional Improvement System (IIS) that will provide teachers with a tool to use daily to help improve instructional practices. Click here to view updates.

Application Area D focuses on developing and supporting effective teachers and leaders and includes projects related to the design and implementation of an evaluation model that incorporates student growth as a factor in the annual performance evaluations for teachers and principals.
